Dr. Manfred Horstmann

Dr. Manfred Horstmann has been Managing Director of the GlobalFoundries Dresden location since October 2020. He is responsible for GlobalFoundries high-end 300mm manufacturing in Europe.

When GlobalFoundries was founded in 2009, Manfred Horstmann was responsible for the innovative CMOS component development (SOI and bulk) and introduced HKMG for the 32 nm generation for the first time in Dresden’s Fab 1. As Technology Director, he led the development, prototyping and production ramp-up of GlobalFoundries’ 28nm HKMG and PolySiON CMOS platforms from 2010 to 2013. In 2014, he founded an integrated technology and yield organization as Senior Director.

It manages Fab 1’s technology portfolio and ensures prototyping, benchmark product yields and provides quick responses to novel technology requirements from agile foundry customers. In 2017, Manfred Horstmann was promoted to Vice President Technology & Integration. His focus was on the ramp of 22FDX as well as the development and integration of differentiated solutions (BCD, eNVM, HV, RF/mmWAVE etc.) into the 28/22nm baselines to win fast-growing markets such as display drivers for OLEDs, audio amplifiers for smartphones, security/chip cards or RF/5G.

Prior to joining Globalfoundries, he worked at Advanced Micro Devices’ development center in Sunnyvale (CA) in 1997 and held various leadership positions in technology development and transfer alliances in the U.S. and Germany until 2009.

Dr. Manfred Horstmann studied physics and received his doctorate in 1996 at the RTWH Aachen (in cooperation with Forschungszentrum Jülich). He holds over 100 patents, published more than 200 scientific publications and works as a consultant for the Helmholtz Society and Namlab/TU Dresden.
